Work Packages

I think the whole idea of the "Work Packages" is an internal detail. So far as I can tell it is not in any public document for the project. We can keep the subjects, but we want to remove things that only the project partners need to deal with. Instead we could use something like "Research Areas", or something. We do need to keep a recognizable organization that can be compared to the work packages so we can track progress of the project. The basic thinking is that someone who wants to contribute but is not one of the partners will see this and get confused, then won't contribute. The WP number is not necessary.
